Install this file from any location to your UT2004 root
directory.
Use the 'V' icon it places on your desktop to start UT.

This is a little script I wrote to bump your FPS past the 85
mark set by UT.
It makes a few changes to your user.ini and UT2004.ini, but
they are all Anti-TCC happy. I, or anyone else who runs it,
have never had any problem running it on any server.

Two things to keep in mind:
1: This isn't a magic wand for a crappy system. I will
probably help, but it is mainly for the people who's system is
held back by the 85FPS barrier.
2. Any noticable performance increase from higher FPS is
ultimately dependant on the refresh rate of your monitor. If
your VPU is turning out 200FPS (200 Frames Per Second)
and your monitor is regfreshing at 65Hz (65 cycles/second)
you have a bottleneck. (Turn your monitor refresh rate up.)

While in-game there are only 2 hotkeys you will need to use:

Alt+F toggles the on-screen FPS display.
Alt+T fires the Turbo. (You will need to refire it at every map
change because UT will reset it.)

Your character will auto taunt 'Specific_1' whenever you hit the right mouse button
(alt fire) and 'Gesture Cheer' when you hit the space bar (jump).

With this program running and UT2004 the active window, you actually have no
space bar, so when you type something in chat itwilllooklikethis. As a work around
Alt+S toggles it on and off. If UT is closed or minimized, it automatically suspends
itself.
